What the Warm Homes Plan means for you

The UK Government released its Warm Homes Plan in January 2026, announcing its strategy to invest £15 billion to upgrade five million homes and help lift up to one million families out of fuel poverty.

The plan sets out how the UK government will help people find ways to save money on energy bills and transform our ageing building stock into comfortable, low-carbon homes that are fit for the future.

But what does it mean for everyday people, in reality?

What are the key details of the plan?

The Warm Homes Plan is framed as a pivotal moment in the UK's journey towards clean heating and energy efficiency. It positions home energy upgrades not as a consumer choice but as a critical national priority, akin to upgrading road or rail networks.

​The headlines are that the plan (if delivered well) has the potential to save households up to £1,000 annually on energy bills by investing in home upgrades. This comes with the added layer of converting cold, leaky housing stock into comfortable, low-carbon homes that are more resilient and less reliant on the energy grid.


While primarily focusing on supporting those at risk of fuel poverty, the Warm Homes Plan offers benefits and financial support mechanisms for both homeowners and renters of varied incomes. There’s like something to suit you, so make sure you check it out! ​

​What’s available for Londoners?

Low-income homeowners and renters

Fully funded grants for improvements (worth up to £30,000) such as:
  • Solar panels and battery storage (worth around £9,000 to £12,000 per home based on current costs)
  • Heat pumps and smart controls
  • Home insulation and draught proofing
  • Estimated savings of up to £850 a year. Actual energy bill savings will depend on your house type and circumstances.

Homeowners (all incomes)

  • Low-interest loans to help cover the cost of home energy upgrades. 
  • If you live in England or Wales, you’ll still be able to take advantage of the Boiler Upgrade Scheme, which offers £7,500 off the cost of a heat pump.

Renters

  • Mandated upgrades by landlords: new standards will require private landlords to upgrade their rental properties to an Energy Performance Certificate (EPC) rating of C by 2030.
  • This ensures improved insulation and energy efficiency, boosting comfort and expected to help lift hundreds of thousands of families out of fuel poverty.

When can I get funding?

The UK Government hasn’t yet said when these grants and loans will be available, only that it will give more detail later this year. 

​The existing Warm Homes: Local Grant scheme is continuing. More details on combining this with the Social Housing Fund are expected to be published later this spring.
